VNOAI – Key Achievements
Since its inception, the Virtual Network Operators Association of India (VNOAI) has been actively advocating for a fair, inclusive, and innovation-driven telecom ecosystem. Here are some of our major milestones and achievements:
1. Regulatory Recognition & Policy Advocacy
- Successfully positioned VNOs as licensed Access Service Providers within the regulatory framework of TRAI and DoT.
- Played a pivotal role in highlighting the need for mandated access by MNOs to VNOs for the growth of MVNOs in India.
- Actively engaged in policy consultations and submissions with TRAI, DoT, and the Competition Commission of India (CCI) on issues concerning VNO onboarding, anti-competitive behavior, and market access.
2. Allocation of Numbering Resources
- Facilitated the allocation of 140 and 1600 numbering series to VNOs and their enterprise clients (PEs), enabling them to function as legitimate Access Providers.
- Represented member concerns leading to DoT’s approval of Dedicated Number Series for VNOs to support compliant telemarketing and voice solutions.
3. Compliance & Governance Support
- Worked closely with TRAI to ensure VNO participation in the TCCCPR-2025 framework, including integration into DLT platforms and UCC control systems.
- Submitted Standard Operating Procedures (SOPs), PMR formats, and best practices for effective VNO compliance with spam control and QoS norms.
4. Revival of Inactive Licenses & Blacklisting Support
- Assisted multiple VNOs in revoking blacklisting status, reactivating licenses, and restoring operations through coordinated representation before DoT and TERM Cells.
- Supported members in navigating technical bottlenecks with BSNL and other NSOs, including contract enforcement and SLA adherence.
5. Capacity Building & Community Engagement
- Conducted training workshops, webinars, and knowledge-sharing sessions on compliance, reporting, license application, and regulatory obligations.
- Built a strong and growing community of active VNOs, CPaaS providers, and domain experts, fostering collaboration across the ecosystem.
6. Licensing & Advisory Support
- Facilitated successful UL VNO license filings across Category A, B, and C for multiple members, including NLD/ILD and ISP authorizations.
- Provided end-to-end advisory services, including SARAL SANCHAR support, equity/net worth certification guidance, and AGR compliance.
VNOAI continues to work tirelessly toward creating a competitive, consumer-centric, and innovation-enabling telecom landscape for India.
